【摘要】:ThisEuropeanStandarddealswiththetechnicalrequirementstominimizethespecificrailwayhazardsofselfpropelledroad-railmachines–henceforwardreferredtoasmachines–andassociatedequipment,whichcanariseduringthecommissioning,theoperationandthemaintenanceofmachineswhencarriedoutinaccordancewiththespecificationgivenbythemanufacturerorhisauthorisedrepresentative.Part1ofEN15746definesrequirementsforapprovalofthemachinebyanauthorisedbody;Part2definesrequirementsforthemachinetobedeclaredconformantbythemanufacturer,exceptinthecaseofmachinesclassifiedunderAnnex4oftheMachineryDirective,whichrequireaconformitycheckinconjunctionwithanotifiedbody.Additionalrequirementscanapplyforrunningoninfrastructureswithnarrowgaugeorbroadgaugelines,linesoftramways,railwaysutilizingotherthanadhesionbetweentherailandrailwheelsandundergroundinfrastructures.ThisEuropeanStandardisalsoapplicableformachinesandassociatedequipmentthatinworkingconfigurationarepartlysupportedontheballastortheformation.ThisEuropeanStandarddoesnotapplytothefollowing:?therequirementsforqualityoftheworkorperformanceofthemachine;?thespecificrequirementsestablishedbythemachineoperatorfortheuseofmachines,whichwillbethesubjectofnegotiationbetweenthemanufacturerandtheinfrastructuremanager;?runningandworkingwhilstnotonrails;?separatemachinestemporarilymountedonmachinesandassociatedequipment;?demountablemachinesasdefinedin3.2;?trailersasdefinedin3.3,includingroad-railtrailers.ThisEuropeanStandarddoesnotestablishtheadditionalrequirementsforthefollowing:?operationsubjecttospecialrules,e.g.potentiallyexplosiveatmospheres;?hazardsduetonaturalcauses,e.g.earthquake,lightning,flooding;?workingmethods;?operationinsevereworkingconditionsrequiringspecialmeasures,e.g.workintunnelsorincuttings,extremeenvironmentalconditionssuchas:freezingtemperatures,hightemperatures,corrosiveenvironments,tropicalenvironments,contaminatingenvironments,strongmagneticfields;?hazardsduetoerrorsinsoftware;?hazardsoccurringwhenusedtohandlesuspendedloadswhichmayswingfreely.OthertrackconstructionandmaintenancemachinesusedonrailwaytracksaredealtwithinotherEuropeanStandards,seeAnnexG.
